Professor Zachary Price of UC-San Francisco Law School will discuss separation of powers issues that arise with regard to appropriations. He will use the example of Trump's cancellation of government contracts as a method to discuss the president's vast discretion within the executive branch as compared to Congress's "power of the purse" to control government spending.
